A message dated April 11, 2008, was read stating the Senate passed                                                              
HJR 24 am with the following amendment and it is transmitted for

     SENATE CS FOR HOUSE JOINT RESOLUTION NO. 24(L&C)                                                                           
     Opposing any law that would establish a federal insurance
